Participant funding for Hydro-Québec’s application to renew its Gentilly-2 power reactor decommissioning licence

Participant funding notice
The Canadian Nuclear Safety Commission (CNSC) will conduct a public hearing based on written submissions in March 2026 to consider an application from Hydro-Québec to renew its power reactor decommissioning licence for the Gentilly-2 facility. Hydro-Québec has applied to renew its licence for a period of 20 years to continue decommissioning activities and the operation of the waste management facilities at Gentilly-2. In addition to the renewal application, Hydro-Québec has proposed a financial guarantee for decommissioning to be accepted by the Commission. The Gentilly-2 facility is located near Bécancour, Quebec, within the traditional and unceded territory of the Abenaki people and the W8banaki confederacy and the traditional land of the Wendat.
The CNSC is offering participant funding to assist Indigenous Nations and communities, members of the public and interested parties in reviewing Hydro-Québec’s application and associated documents, and in participating in the Commission hearing process by providing topic-specific interventions in writing to the Commission.
Up to $75,000 in participant funding will be disbursed among all successful applicants. Funding will be awarded for:
- the review of documentation, including CNSC staff’s and Hydro-Québec’s Commission member documents
- participation in the Commission hearing, where applicants will be given the opportunity to provide new, distinctive and valuable information through informed and topic-specific interventions in writing to the Commission
Applying for funding
The deadline to submit a participant funding application is September 22, 2025.
A funding review committee, independent of the CNSC, will consider all applications for funding and make recommendations on the allocation of funds.
