Participant Funding Program decision – Canadian Nuclear Laboratories’ application to amend the Gentilly-1 Waste Facility licence

Background

The Canadian Nuclear Safety Commission (CNSC) previously announced that it was offering up to $75,000 in participant funding to assist Indigenous Nations and communities, members of the public and interested parties in reviewing the application, and associated documents, from Canadian Nuclear Laboratories (CNL) to amend the Gentilly-1 Waste Facility decommissioning licence, and in participating in the Commission hearing process by providing topic-specific interventions in writing to the Commission.

The amendment being sought would authorize CNL to proceed with activities related to the decommissioning. These proposed activities are also subject to a federal lands assessment under the Impact Assessment Act. The CNSC will be acting as an authority for that assessment. As a prerequisite to the licensing decision, the Commission must make a decision as to whether the proposed activities are likely to cause significant adverse environmental effects. The CNSC acknowledges that the Gentilly-1 Waste Facility is located in the municipality of Bécancour, Quebec, on the traditional and unceded territory of the Abenaki people under the council of the W8banaki, and the traditional land of the Wendat.

CNSC participant funding decision

A funding review committee (FRC), independent of the CNSC, was established to review the funding applications received by the CNSC’s Participant Funding Program (PFP) administrator and to make recommendations on the allocation of up to $75,000 to eligible applicants.

The CNSC carefully considered the FRC’s recommendations on the allocation of participant funding and approved the reimbursement of up to $69,400 to the following recipients:
