Subject: Bruce A Unit 3: Release of Regulatory Hold Point for Fuel Load, Major Component Replacement

Dear Mr. Burton:

The purpose of this letter is to respond to Bruce Power’s request [1] to remove the first regulatory hold point (RHP-1), allowing fuel to be loaded in the Bruce A Unit 3 reactor, following the Major Component Replacement outage.

Canadian Nuclear Safety Commission (CNSC) staff’s assessment [2] concluded that Bruce Power has met all of the pre-requisites established by the CNSC to remove RHP-1. Therefore, as the person authorized by the Commission and pursuant to Licence Condition 15.5 of the Bruce Nuclear Generating Stations A and B Power Reactor Operating Licence 18.04/2028, I consent to the removal of RHP-1 and fuel may now be loaded into Unit 3.

Yours sincerely,

Ramzi Jammal
Executive Vice-President and
Chief Regulatory Operations Officer
Regulatory Operations Branch
