Administrative monetary penalty issued to Groupe ABS Inc.
On October 13, 2026, the Canadian Nuclear Safety Commission (CNSC) issued an administrative monetary penalty (AMP) of $34,660 to Groupe ABS Inc. The company holds a CNSC licence for the possession, transfer, import, use and storage of portable nuclear gauges.
The AMP was issued to Groupe ABS Inc. for failing to comply with the Radiation Protection Regulations (RPR) when it failed to ensure that the effective dose limit for workers who are not nuclear energy workers (NEWs) was not exceeded.
CNSC staff reported concerns about improper storage of portable gauges and high dose rates around occupied work areas. The licensee reported to the CNSC that a third party completed an evaluation of dose rates around the storage areas and of doses received by workers other than NEWs. Following this assessment, it was determined that some workers had received doses above the regulatory limit. The violation was committed at multiple locations of the licensee.
CNSC staff reviewed the dose rate readings around the storage areas and the doses received to workers other than NEWs. They identified that the licensee had failed to comply with the RPR in multiple ways, including:
- not evaluating doses to workers other than NEWs
- failing to ensure that effective and equivalent doses received by workers were kept as low as reasonably achievable
This lack of compliance with the RPR did not result in any adverse health effects or other consequences. However, there was potential for workers other than NEWs to continuously receive effective doses above the regulatory limit if the issue was not addressed.
This AMP was issued to Groupe ABS Inc. to promote compliance with the RPR and to deter future non-compliance.
