Richard Dubois currently serves as Director of the Corporate Security Division at the CNSC.

Expertise and education

With over 10 years of experience in information technology and information management, Richard brings deep expertise in safeguarding digital assets and managing critical information flows. Prior to his current role, he served as Director of IT Security, where he led cyber security initiatives and developed protective strategies to strengthen the organization’s digital defenses.

Richard holds a bachelor of arts degree in political science from the University of Ottawa. His education provided a strong foundation in governmental relations and public policy, equipping him with the strategic mindset needed to navigate security policy requirements and inter-agency collaboration. His educational background complements his practical experience in security, enabling him to effectively align security initiatives with broader organizational and governmental objectives.

Roles and responsibilities

As Director of the Corporate Security Division, Richard plays a vital role in maintaining a secure, resilient and safe environment for all employees. He provides strategic leadership, expert guidance, and oversight of the CNSC’s corporate security programs, ensuring that they align with federal standards and adapt to evolving risks. Richard is responsible for identifying and mitigating organizational security risks – ranging from cyber threats to physical security concerns – in order to protect CNSC personnel, infrastructure and assets. He works closely with federal security partners to monitor and respond to emerging threats, particularly those relevant to Canada’s energy and nuclear sectors.

For Richard, one accomplishment stands out:

“What I’m most proud of is the collaboration and teamwork that allowed us to quickly update and implement our business continuity plan at the start of the pandemic to ensure that critical business services were not impacted. I believe we made a real difference,” says Richard.

Other roles

Since 2019, Richard has served as Chair of the CNSC Security Committee, providing strategic leadership and oversight of corporate security initiatives. He has guided the development and implementation of security policies, ensured compliance with Government of Canada security requirements, and strengthened collaboration with internal stakeholders. Under his leadership, the Committee has taken a proactive approach in identifying and addressing emerging security risks, threats and vulnerabilities, thereby enhancing the overall security posture of the CNSC.
