Commission Registrar

Candace joined the Canadian Nuclear Safety Commission (CNSC) in 2024 as Commission Registrar. In this role, she oversees the management and administration of the Commission Registry, the central hub supporting the Commission’s work as a quasi-judicial tribunal and court of record.

Expertise and education

Candace is a lawyer and administrative law specialist with over a decade of experience across federal and provincial tribunals and regulatory bodies. She holds a Bachelor of Laws from the University of New Brunswick and a Master of Laws from York University, where her graduate research focused on access to justice in Canada. She also holds a Graduate Diploma in Justice System Administration from York University and is a member in good standing of the Law Society of New Brunswick.

Her expertise spans tribunal governance, procedural fairness, regulatory decision making, and access to justice reform. Before joining the CNSC, Candace served as a Governor in Council appointed member of the Social Security Tribunal of Canada, in both the General and Appeal divisions, where she led initiatives to improve consistency and reduce backlogs in complex appeals. She was previously appointed to a provincial administrative tribunal, contributing to fair and efficient adjudication in diverse contexts, and worked as a lawyer in private practice.

Roles and responsibilities

As Registrar, Candace leads a multidisciplinary team that supports public hearings, decision records and registry services for the Commission. She works closely with legal and technical experts across the CNSC to facilitate efficient and accessible proceedings. Her leadership contributes to the CNSC’s commitment to trust, openness and reconciliation, ensuring that the Commission’s decision-making processes remain fair, transparent and inclusive.

Candace works to ensure that the Commission’s processes uphold the highest standards of procedural fairness and transparency. She also advises the Commission on evolving legal and regulatory matters, helping to ensure that decisions are made in a manner consistent with the Nuclear Safety and Control Act.

Other roles

Candace serves as Secretary on the Executive Committee of the Council of Canadian Administrative Tribunals, where she supports training and professional development for tribunal members and staff across Canada. She regularly designs and delivers continuing legal education programs on topics such as procedural fairness, plain-language decision writing, and digital innovation in tribunal operations.
