The Canadian Nuclear Regulator's Perspective on Safety Culture

Abstract

The Canadian Nuclear Safety Commission (CNSC) regulates the use of nuclear energy and materials to protect the health, safety, security, and the environment; implement Canada’s international commitments on the peaceful use of nuclear energy, and disseminates objective and scientific information to members of the public.

The CNSC has long since recognized the importance of a healthy safety culture in maintaining the safety of workers, the public, and the environment. An organization that actively fosters a healthy safety culture can have a powerful influence on employee attitudes and behaviours, and consequently on individual and corporate safety performance.

The CNSC has recently published REGDOC 2.1.2, Safety Culture which sets out regulatory requirements and guidance for licensees to foster a healthy safety and security culture and for conducting periodic integrated safety and security culture assessments. The CNSC also recognizes the importance of its own culture for safety, as a world class regulator and has recently completed a regulatory safety culture self assessment against international principles of safety culture for nuclear regulators.

Through participation in national and international fora, the CNSC continues to leverage international best practices with regards to safety culture and share its knowledge and expertise on this important topic.

This presentation will provide an overview of the current state of the CNSC`s approach to regulatory oversight of safety culture within the Canadian nuclear industry as well as efforts to promote, maintain, and improve its own culture for safety.
