Subject: Bruce NGS, Unit 3: Removal of Regulatory Hold Point for Increasing Above 1% Full Power, Major Component Replacement
Dear Mr. Burton:
The purpose of this letter is to respond to Bruce Power’s request [1] to remove the third regulatory hold point (RHP-3), allowing an increase above 1% full power in Bruce A Unit 3, following the Major Component Replacement outage. This request is pursuant to Licence Condition 15.5 of the Bruce Nuclear Generating Stations A and B Power Reactor Operating Licence 18.04/2028.
Canadian Nuclear Safety Commission (CNSC) staff’s assessment [2] concluded that Bruce Power has met all of the pre-requisites established by the CNSC to remove RHP-3. As a person authorized by the Commission, I confirm that all the pre-requisites have been completed and the RHP can be removed. RHP-3 is hereby removed, and reactor power can now be increased above 1% full power in Unit 3.
