Request for Information on Potential Impacts of Draft REGDOC-1.6.2, Developing and Implementing an Effective Radiation Protection Program for Nuclear Substances and Radiation Devices Licences
1. Preface
The CNSC is seeking stakeholder feedback on the additional guidance included in draft REGDOC-1.6.2, Developing and Implementing an Effective Radiation Protection Program for Nuclear Substances and Radiation Devices Licences. Comments on the proposed regulatory document are welcome.
The CNSC will consider all comments received and they will become part of the public record. These comments may lead to modifications in the draft regulatory document.
2. Background
The need for this guidance document was identified by the Director General, Directorate of Nuclear Substance Regulation (DNSR), in response to performance trends in the industry, the Annual Regulatory Oversight Report on the Use of Nuclear Substances in Canada: 2015 and comments made by RSOs at the Commission meeting of September 22, 2016. CNSC oversight identified weaknesses mainly in the implementation of radiation protection programs of some licensees undergoing transitions.
The Commission asked CNSC staff to develop a single guidance document where nuclear substances and radiation devices licensees could find information about:
- the roles and responsibilities of the radiation safety officer (RSO)
- the components that should be included in the radiation protection program (RPP)
- the implementation and management of the RPP
The CNSC regulates over 2,100 nuclear substances and radiation devices licences that vary in size and complexity. Draft REGDOC 1.6.2 was developed with consideration for the unique structures and governance frameworks in which licensees operate. The document also takes into account the findings and recommendations that resulted from the evaluation of the role of RSOs undertaken by the CNSC between July 2017 and July 2018, and presented in Role of the Radiation Safety Officer, Final Evaluation Report.
3. Objectives
Licensees are required to implement an RPP under section 4 of the Radiation Protection Regulations. The RPP helps ensure that the licence conditions and regulatory requirements are met.
The main objective in publishing this regulatory document is to clarify the regulatory requirements and expectations for implementing an RPP. To meet this objective, the CNSC invites stakeholders to identify areas that require additional guidance or suggest changes to the draft document.4. Regulatory approach
This document does not introduce any new requirements; it provides guidance only. It describes the roles and responsibilities of the RSO and provides information about the elements that should be considered when developing, implementing, managing and assessing an RPP.
5. Potential impacts
The CNSC welcomes stakeholder comments on the potential impacts draft REGDOC 1.6.2 would have if approved. Stakeholders may consider impact in terms of costs or operations, or other impacts.
