REGDOC-3.2.2, Indigenous Engagement
The Canadian Nuclear Safety Commission (CNSC) provides guidance to support meaningful Indigenous engagement in regulatory processes and to ensure that potential or established Indigenous and/or treaty rights are considered.
Overview
Current version
This document provides clear expectations for licensees on how to engage with Indigenous communities when a licensee’s proposed project may trigger the Crown’s duty to consult. While this legal duty remains the responsibility of the CNSC, licensees may be asked to carry out parts of the consultation process. The CNSC may use the information and proposed measures submitted by licensees to help meet its consultation obligations.
The requirements build on REGDOC-3.2.1, Public Information and Disclosure, and aim to ensure that potential or established Indigenous and/or treaty rights are meaningfully considered.
The guidance is intended to improve Indigenous engagement, build stronger relationships with Indigenous communities, support timely consultation and reduce the risk of delays in regulatory reviews.
