Orders issued to a member of the public and to Canadian Nuclear Laboratories

The Canadian Nuclear Safety Commission (CNSC) issued an order to a member of the public who, without a licence or qualification, was in possession of radioactive waste that resulted from a renovation of their property in Toronto. The presence of low-level contamination at some properties in the Toronto area is known as a result of the historical production of radioluminescent dials.

The order prohibits any further renovation, construction or excavation work at the property that would further disturb any historical radiologically contaminated structures, systems or materials.

A CNSC inspector placed radiation warning tape around the contaminated materials. The order prohibits anyone from crossing or removing these barriers unless they are appropriately trained and qualified. The order also prohibits all members of the public from accessing the property.

This order will be closed when the radiologically contaminated materials have been appropriately removed from the property and the property has been deemed safe for re-entry for members of the public.

September 12, 2025

The CNSC issued an order to Canadian Nuclear Laboratories Limited (CNL) to take possession of, and further manage, the identified radioactive waste. CNL was further ordered to take any additional measures necessary to return the property to a radiological state that is acceptable for occupancy by members of the public.

This order will be closed when CNL receives written confirmation from the CNSC indicating that the order has been fulfilled and is considered closed.
