Professional biography
Richard has worked at the Canadian Nuclear Safety Commission (CNSC) since 2016. As a senior project officer in the Uranium Mines and Mills Division, he supports licensing and compliance activities for operating and decommissioned uranium mines and mills, with a focus on environmental protection, nuclear substances and regulatory oversight.
Expertise and education
His background includes environmental engineering, mining regulation and professional engineering. Richard holds a bachelor of science degree in environmental engineering from the University of Guelph and is a registered professional engineer in Saskatchewan. Before joining the CNSC, he worked in and regulated the mining industry in Canada, with a focus on projects in Yukon and Saskatchewan.
Roles and responsibilities
In his role, Richard supports the regulation of uranium mines and mills, including the development, production, possession, use and transport of nuclear substances. He contributes to licensing and compliance work for operating and decommissioned facilities and supports Commission proceedings, environmental reviews and outreach activities. His work helps ensure uranium mining and milling activities are reviewed and regulated to protect people and the environment.
Other highlights
Richard contributes to engagement with Indigenous Nations and communities and the public by helping create opportunities for people to ask questions and better understand CNSC-regulated activities. He also mentors inspectors-in-training through the CNSC’s Inspector Training and Qualification Program. A highlight of his CNSC career has been supporting the release of Beaverlodge Project properties from the CNSC-issued licence and their transfer to Saskatchewan’s Institutional Control Program.
