Professional biography
Richard is the Director of the Corporate Security Division and Chief Security Officer at the Canadian Nuclear Safety Commission (CNSC). In this role, he provides strategic leadership and enterprise-wide oversight of security programs and risk management activities to safeguard personnel, sensitive information, facilities, and critical assets, while ensuring compliance with Government of Canada security policies and standards.
Expertise and education
His background includes more than 10 years of experience in information technology, information management and security. Before taking on his current role, Richard served as Director of IT Security, where he led cyber security initiatives and developed strategies to strengthen the CNSC’s digital defences. He holds a bachelor of arts degree in political science from the University of Ottawa.
Roles and responsibilities
In his role, Richard helps maintain a secure, resilient and safe workplace for CNSC employees. He oversees corporate security programs, supports compliance with Government of Canada security requirements and works with federal security partners to monitor and respond to evolving risks. His work helps protect the CNSC from cyber, physical and organizational security threats, including risks relevant to Canada’s energy sector.
Other highlights
Since 2019, Richard has served as Chair of the CNSC Security Committee, where he provides strategic leadership and oversight of the organization’s corporate security program. In this capacity, he is responsible for guiding security governance, advancing key initiatives, and ensuring alignment with Government of Canada security policies and priorities.
Richard is also a member of the Government of Canada Chief Security Officer (CSO) Council, a senior interdepartmental forum that promotes collaboration, information sharing, and the adoption of best practices across the federal security community. Through this role, he contributes to strengthening the Government of Canada’s overall security posture and addressing emerging risks in an evolving threat environment.
