Professional biography
Raphaël has worked at the Canadian Nuclear Safety Commission (CNSC) since 2009. As a team leader in the Nuclear Security Division, he leads a team responsible for nuclear security compliance operations and the security of nuclear materials and radiological sources. He brings more than 20 years of experience in the private and public sectors, including over 17 years focused on nuclear security at the CNSC.
Expertise and education
He holds a master’s degree in criminology and a bachelor’s degree in security and police studies from the Université de Montréal. He also holds professional security certifications, including the Certified Protection Professional and Physical Security Professional designations from ASIS International. In addition, he is a Certified Nuclear Security Professional through the World Institute for Nuclear Security.
Roles and responsibilities
In his role, Raphaël leads compliance and oversight activities that help ensure nuclear facilities and regulated parties meet Canada’s nuclear security requirements. His work supports the prevention of unauthorized access, theft, sabotage and other security threats involving nuclear and radioactive materials and related facilities. He also provides technical and strategic leadership to help improve nuclear security regulatory programs using a risk-informed, performance-based approach.
Other highlights
Raphaël has contributed to enhancements in nuclear security in Canada and abroad, including training more than 150 experts and contributing to International Physical Protection Advisory Service peer review missions with the International Atomic Energy Agency. He is also an advisor, inspector, coach, trainer, mentor and volunteer with ASIS International. In 2022, he was recognized as one of Canadian Security’s Top 10 Under 40.
