Professional biography
Elaine has worked at the Canadian Nuclear Safety Commission (CNSC) since 2010. As Director of the International Safeguards Division, she leads the team responsible for implementing international safeguards in Canada and supporting Canada’s obligations related to the peaceful use of nuclear energy.
Expertise and education
She holds an undergraduate degree in international relations and a master’s degree in strategic affairs. Her expertise includes nuclear non-proliferation policy, international safeguards and nuclear disarmament. She works in a specialized area of nuclear regulation that connects Canadian regulatory oversight with international verification, reporting and cooperation.
Roles and responsibilities
In her role, Elaine leads work that helps facilitate International Atomic Energy Agency (IAEA) verification activities in Canada. This includes supporting IAEA-led site inspections, nuclear material accountancy reporting and regular consultations with the IAEA’s Department of Safeguards. Her division helps provide assurance that nuclear material in Canada is used for peaceful purposes and that nuclear material and activities meet Canada’s obligations under the Treaty on the Non-Proliferation of Nuclear Weapons.
Other highlights
Elaine also leads the Canadian Safeguards Support Program, which helps the IAEA promote innovation and maintain effective safeguards worldwide. She is co-chair of the International Partnership for Nuclear Disarmament Verification, where global partners work together to develop credible technical approaches for confirming nuclear weapon dismantlement. Her work supports Canada’s international commitments related to nuclear non-proliferation.
