Professional biography
Candace joined the Canadian Nuclear Safety Commission (CNSC) in 2024 as Commission Registrar. In this role, she is accountable for the management and administration of the Commission’s quasi-judicial tribunal function and Registry, supporting independent decision making within Canada’s nuclear regulatory framework.
Expertise and education
A lawyer and an administrative and nuclear law specialist, Candace has more than a decade of experience in tribunal adjudication, governance and regulatory decision making across federal and provincial bodies.
She holds a Bachelor of Laws from the University of New Brunswick, a Master of Laws specializing in administrative law and a graduate diploma in justice system administration from York University, and a graduate diploma in international nuclear law from the University of Montpellier. Her graduate research papers focused on access to justice in Canada and public participation in civil nuclear power projects.
Roles and responsibilities
As Commission Registrar, Candace leads a multidisciplinary team responsible for Commission proceedings, including public hearings, decision records and registry services. She provides strategic legal and governance advice to the Commission and senior leadership on administrative and nuclear law, supporting decision making under the Nuclear Safety and Control Act.
Candace works closely with legal, technical and policy experts across the CNSC to ensure Commission processes are efficient, accessible, transparent and responsive to evolving regulatory and technological contexts.
Other highlights
Prior to joining the CNSC, Candace served as a Governor in Council–appointed member of the Social Security Tribunal of Canada, including at the Appeal Division, and as a tribunal leader responsible for member development and operational oversight.
She also serves on the national board of the Council of Canadian Administrative Tribunals, where she supports training and professional development for tribunal members and staff across Canada.
