CNSC Transfer Payment Program 2011-12
The current transfer payment program that the Canadian Nuclear Safety Commission (CNSC) administers is the Class Grants and Contributions Program. The Class Grants and Contributions Program was initiated in 1984 to enable research, development and management of activities, and is administered as part of the Research and Support Program. On July 12, 2010, Canada’s Jobs and Economic Growth Act (2010) received Royal Assent, giving the CNSC the legislative authority to establish a Participant Funding Program (PFP) as part of the Class Grants and Contributions Program. Participant funding is intended to help eligible stakeholders cover some of their expenses, such as professional fees, travel and other costs, in order to provide the CNSC with topic-specific and value-added interventions on matters under consideration by the Commission Tribunal.

Class Grants and Contribution Program
The CNSC’s Class Grants and Contributions Program is administered as part of the Research and Support Program. The Research and Support Program provides access to independent expert advice, experience and information through contracts, grants or contributions placed in the private sector and with other agencies and organizations in Canada and internationally.
All projects funded through the Class Grants and Contributions Program are for the purpose of generating knowledge and information to support CNSC staff in its regulatory mission. Currently, the CNSC is responsible for identifying the projects and recipients and submitting the funding application for consideration and approval under the Research and Support Program.

Participant Funding Program
The CNSC has established a Participant Funding Program (PFP) to give members of the public, Aboriginal groups and other stakeholders the opportunity to request funding in support of their participation in the CNSC’s regulatory decision-making process.
Participant funding at the CNSC is available to eligible stakeholders, Aboriginal groups and members of the public, to participate in aspects of environmental assessments, and/or a licensing action for major nuclear facilities. Funding may also be made available for other CNSC proceedings that are of significant interest to the public or to Aboriginal groups.
The CNSC determines when the PFP is offered to the public on aspects of environmental assessments or licensing initiatives, as well as the maximum amount available for each specific matter. The program is intended to cover some costs related to professional fees, travel and other eligible expenditures, as determined by an independent Funding Review Committee.
