Presentation by CNSC President Michael Binder at the International Conference on CANDU Maintenance (PDF)
CNSC President Michael Binder spoke at the 9th International Conference on CANDU Maintenance in Toronto, Ontario on December 5, 2011.
President Binder provided an overview of the CNSC and the changing nature of its operating environment in the wake of the events at Fukushima in Japan. He spoke about the implications of Fukushima, the CNSC’s response, and the agenda of the organization moving forward. President Binder discussed a number of CANDU maintenance-related issues, including regulatory aspects, fitness for service, and the importance of maintaining safe facilities.
On Friday, November 18, 2011, President Binder spoke to the Board of Directors of the Tri-University Meson Facility (TRIUMF) at the University of Victoria in British Columbia. President Binder provided an overview of the CNSC, as well as of the recent incident in Japan, and discussed the CNSC's response. He spoke about the CNSC's agenda, about regulatory activities at TRIUMF in 2011, and about the licensing activities currently underway.
CNSC President Michael Binder delivered a presentation to the Canadian Nuclear Society’s Conference on Waste Management, Decommissioning and Environmental Restoration of Canada’s Nuclear Activities.
The main objective of the Conference is to provide a forum for discussion and exchange of views on the technical, regulatory and social challenges and opportunities for radioactive waste management, nuclear facility decommissioning and environmental restoration activities in Canada. President Binder provided a broad overview of Canadian nuclear sector activities.

CNSC President Michael Binder delivered a presentation to the Ontario Power Generation (OPG) Board of Directors in Pickering, Ontario on August 23, 2011.
President Binder provided an overview of the recent incident in Japan, and discussed the international and CNSC’s response. He provided status updates on the Pickering and Darlington facilities and recent CNSC consultations/publications. He also described the challenges ahead of the CNSC, as well as the changing environment in Ottawa.

CNSC President Michael Binder presented at the 2011 Canadian Nuclear Society annual Conference held at the Sheraton on the Falls Hotel in Niagara Falls, Ontario, June 5- 8.
Mr. Binder provided an overview of the recent incident in Japan and shared with the audience the role the CNSC played in the Canadian response, how the event will affect nuclear regulation in the future, and the lessons learned for both licensees and the regulator. Despite recent international events, Mr. Binder reaffirmed the CNSC’s commitment to the domestic nuclear industry and walked through some of the major projects the CNSC will be working on in the near future. He concluded with a mention of the CNSC’s 65th anniversary, inviting conference attendees to contribute to the interactive timeline.
CNSC President Michael Binder delivered a presentation at the International Nuclear Regulators Association’s (INRA) meeting in Stockholm, Sweden on May 17, 2011.
INRA is an association that comprises the most senior officials of the nuclear regulatory authorities. The main purpose of the association is to influence and enhance nuclear safety, from the regulatory prospective, among its members and worldwide.
Topics that were at the forefront for this year’s reunion included: actions and conclusions as a result of the Fukushima events, international support in case of nuclear accidents and changes in regulatory strategies as a result of the Fukushima events.
Representatives from member countries Canada, France, Germany, Japan, Republic of Korea, Spain, Sweden, the United Kingdom, and the United States attended.
Presentation by CNSC President Michael Binder to the Canadian Radiation Protection Association (PDF)
On Monday, May 9, 2011, CNSC President Michael Binder presented at the 2011 Meeting of the Canadian Radiation Protection Association, held at the Westin Hotel, Ottawa, Ontario, from May 8 to May 12.
President Binder provided an overview of radiation protection in Canada, including a summary of the shared responsibilities at the federal and provincial levels. He also considered the CNSC's approach to radiation protection before turning his attention to the importance and challenges of international collaboration on issues of radiation protection, including clarity, communication and timeliness, taking into account lessons from the recent events at the Fukushima Daiichi nuclear power plant in Japan.
Several CNSC staff also presented during other sessions and workshops.
Presentation by CNSC President Michael Binder to the Standing Committee on Natural Resources (PDF)
CNSC President Michael Binder appeared in front of the Standing Committee on Natural Resources on March 8, 2011 to discuss the CNSC's recent decision regarding the transport of decommissioned steam generators to Sweden. Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer, and Patsy Thompson, Director General, Directorate of Environmental and Radiation Protection and Assessment were also in attendance.

The theme of this year’s conference was “Competing in World Markets – Strategies for Growth”. President Binder's presentation was entitled "Celebrating 65 Years of Regulating the Nuclear Industry".

IRRS 2011 Mission to Canada - Closing Message (PDF)
On Friday, December 9, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Officer, spoke at the exit meeting for the CNSC’s Integrated Regulatory Review Service Follow-Up Mission. Mr. Jammal summarized the results of the November 28 to December 9, 2011 peer review and thanked the peer review team for a successfull mission.

On Monday, November 28, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Officer, spoke at the entrance meeting for the CNSC’s Integrated Regulatory Review Service Follow-Up Mission. Mr. Jammal provided an overview of the CNSC and summarized the scope of the November 28 to December 9, 2011 peer review.
On September 27, 2011, Terry Jamieson, Vice-President of the Technical Support Branch, delivered a presentation to representatives of the United States Environmental Protection Agency, the Council on Environmental Quality and the Canadian Environmental Assessment Agency (CEAA). Mr. Jamieson provided an overview of environmental assessment practices at the CNSC, with a focus on the consideration of malfunctions and accidents.
On September 22, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer, delivered a presentation on behalf of the CNSC at the Senior Regulators’ Meeting hosted during the International Atomic Energy Agency (IAEA) General Conference in Vienna, Austria. Mr. Jammal spoke in Session II of the meeting on “Safety and Security Aspects of the Management of High-level Waste and Spent Fuel”.
On September 15, 2011, Mr. Jamieson, Vice-President of the Technical Support Branch, spoke to conference attendees about the status of the new build program in Canada. He gave an overview of the CNSC’s participation in the Multinational Design Evaluation Programme (MDEP) and described areas where Canada is receiving and adding the most value. He reiterated Canada’s commitment to MDEP participation.

Presentation by Terry Jamieson, Vice-President, Technical Support Branch to a Hong Kong Delegation (PDF)
On August 16, 2011, the CNSC's Vice President of the Technical Support Branch, Terry Jamieson, delivered a presentation to a delegation from the Security Bureau of the Government of Hong Kong Special Administrative Region, People's Republic of China. Mr. Jamieson provided an overview of the CNSC, the Canadian approach to nuclear regulation, and the CNSC's response to the Fukushima incident.
Presentation by Executive Vice President Ramzi Jammal to External Advisory Committee (PDF)
Ramzi Jammal, Executive Vice President and Chief Regulatory Officer provided a briefing on the Fukushima nuclear incident to members of the External Advisory Committee on August 5, 2011. Mr. Jammal provided an overview of the current situation in Japan, the CNSC's response to the incident at the Fukushima Daiichi nuclear power station and actions being taken to ensure the safety of Canadian nuclear power plants.
Mr. Jammal’s presentation to the IAEA Ministerial Conference on Nuclear Safety on June 22, 2011, provided an overview of the global nuclear safety framework in order to demonstrate that there is solid foundation upon which to strengthen the leadership of the IAEA in nuclear safety post-Fukushima.
He provided perspectives on the challenges facing regulators, highlighting issues such as governance, independence and regulatory sovereignty. He proposed specific concrete measures to bring greater transparency to peer review processes by the IAEA and operators. His presentation also stretched thinking in formulating key positions such as whether the IAEA should assume a “whistleblower” role à la safeguards. He concluded with suggested desired outcomes from the conference and the forward roadmap to strengthen nuclear safety post-Fukushima.

On June 21, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer, presented at the CANDU Nuclear Technology Seminar, held on the margins of the International Atomic Energy Agency Ministerial Conference on Nuclear Safety in Vienna, Austria, and hosted by Atomic Energy of Canada Limited.
Mr. Jammal’s presentation provided an overview of Canada’s regulatory response during the Japan nuclear crisis, including the CNSC’s review of all Canadian nuclear facilities. He also discussed the establishment of a CNSC operational task force to evaluate the implications of the Japan nuclear event on Canadian nuclear power plants.
On Thursday, June 16, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer, presented at the 2011 International Meeting on Radiation Processing (IMRP), held at the Hilton Montréal Bonaventure in Montréal, Québec, from June 13 to June 16.
Industry leaders and scientific experts from around the world will gather at IMRP Montreal 2011 — the 16th global forum of the international radiation processing community — to discuss, debate and discover the latest in industrial electron beam, x-ray and gamma ray technology.
Mr. Jammal's presentation dealt with the recent events in Japan, the regulatory oversight and challenges of Canadian CANDU reactors, and the production of cobalt-60.

Marc Leblanc, Commission Secretary, delivered a presentation at the meeting of the Nuclear Law Committee of the Nuclear Energy Agency (NEA) in Paris, France, on June 15-16, 2011.
The Nuclear Energy Agency (NEA) is a specialized agency within the Organization for Economic Co-operation and Development (OECD), an intergovernmental organization of industrialized countries.
The mission of the NEA is to assist member countries in maintaining and further developing, through international co-operation, the scientific, technological and legal bases required for the safe, environmentally friendly and economical use of nuclear energy for peaceful purposes.
In his presentation, Mr. Leblanc explained the Commission’s decision on the shipment of 16 steam generators from the Bruce Power site to Sweden. He outlined various legal aspects of the transport including: packaging, protection of the environment, radiation protection, emergency measures and security.
Terry Jamieson, Vice-President of the Technical Support Branch, delivered a presentation at a Forum on the Fukushima accident held in Paris on June 8, 2011.
The Nuclear Energy Agency (NEA) Committee on Nuclear Regulatory Activities (CNRA) organised the Forum on the Fukushima Accident: Insights and Approaches. The main objective of the forum was to provide heads of regulatory bodies from 37 countries an opportunity to exchange information on the emerging lessons learned, safety implications and national activities in response to the Fukushima accident, and to define areas where international co-operation can be of benefit.
The 2nd Annual Platts Small Modular Conference took place in Washington, DC on May 23–24, 2011. The theme of this year’s conference was “Time Frame for Development and Outlook for Commercial Viability”. Many leaders in the nuclear sector delivered presentations, including Terry Jamieson, CNSC Vice-President of the Technical Support Branch.
On Wednesday, May 11, 2011, Ramzi Jammal, Executive Vice-President and Chief Regulatory Operations Officer, presented at the 2011 Meeting of the Canadian Radiation Protection Association, held at the Westin Hotel, Ottawa, Ontario, from May 8 to May 12.

The presentation provides an overview of Canada’s response to the events in Japan and offers highlights from Canada’s 5th National Report.
In Cambridge, Ontario, Mr. Jammal presented to the Canadian Steel Producers Association on the safe handling of radioactive sources. In his presentation, Mr. Jammal spoke about the CNSC’s regulatory oversight of nuclear facilities and activities, with emphasis on prevention, response, and recovery of orphan sources.

Presentation to Members of Parliament, Senators and their Staff (PDF)
On December 13, 2011, Jason Cameron, Director General of the Strategic Planning Directorate gave a presentation to Members of Parliament, Senators and their staff in Ottawa, Ontario. Mr. Cameron was accompanied by Gordon White, Vice-President of the Regulatory Affairs Branch; Dr. Patsy Thompson, Director General of the Directorate of Environmental and Radiation Protection and Assessment; and Barclay Howden, Director General of the Directorate of Regulatory Improvement and Major Projects Management. The presentation offers an overview of the CNSC's role and mandate, the Canadian nuclear industry and the national and international impact of events in Fukushima.

Presentation by Peter Fundarek to the Community of Federal Regulators Annual National Workshop (PDF)
On December 1, 2011, Peter Fundarek, Director of Nuclear Substances and Radiation Devices Licensing, presented at the Community of Federal Regulators Annual National Workshop in Ottawa, Ontario. The presentation provided an overview of the CNSC's role during the medical isotope crisis. Mr. Fundarek focused on the theme of cooperation and collaboration used by the CNSC following the shutdown of the NRU reactor in May 2009.

Presentation by Patsy Thompson to the National Water Sector Ottawa Emergency Management Conference (PDF)
On November 23, 20111, Patsy Thompson, Director General of the Directorate of Environmental and Radiation Protection and Assessment, made a presentation entitled Regulation of Nuclear Facilities and Protection of Drinking Water Supplies. The presentation included an overview of radiation exposures and health effects for Canadians for nuclear facilities regulated by the CNSC. Requirements for normal operations and procedures for emergencies were reviewed along with industry performance, particularly in terms of drinking water protection for radionuclides such as tritium, radium and uranium.

IAEA Workshop on the Lessons Learned from the Integrated Review Service (IRRS) Missions (PDF)
The CNSC participated in an International Atomic Energy Agency workshop which was hosted by the United States Nuclear Regulatory Commission, in Washington, DC. The CNSC staff shared the results and lessons learned from the 2009 IRRS mission to Canada. The presentation also provided an update on the preparations for the IRRS Canadian follow-up mission to occur from November 28 to 9 December 2011.
A total of 28 countries participated in the workshop, each sharing its own IRRS experience.

Presentation by Karine Glenn at the Safe and Secure Transport of Radioactive Material conference (PDF)
On October 20, 2011, Karine Glenn, Executive Advisor to the President's Office, presented at the International Conference on the Safe and Secure Transport of Radioactive Material in Vienna, Austria. The presentation provided an overview of the impact of the public's perception on the transport of radioactive materials and the role of the regulator in disseminating factual and timely information to the public.
Presentation by CNSC staff to the Federal, Provincial Territorial Radiation Protection Committee (PDF)
On October 19, 2011, CNSC staff presented to the Federal, Provincial Territorial Radiation Protection Committee (FPTRPC) in Ottawa, Ontario. The presentation provided an overview of issues related to the handling and disposal of Naturally Occuring Nuclear Substances (NONS). The presentation also emphasized the CNSC’s commitment to working with the FPTRPC to address these issues.
Jason Cameron delivered a presentation at CAMPUT's Annual General Meeting, on Monday, September 26. Mr. Cameron discussed the recent Fukushima event in Japan, its global implications for the nuclear sector, and gave an overview of the nuclear industry in Canada. CAMPUT, an organization composed of Canada's energy and utility regulators, meets annually and its events, which are attended solely by representatives of member tribunals, focus primarily on the administration of the organization.

The presentation discussed the results of a project from the Nuclear Energy Agency Working Group on Human and Organizational Factors.

Presentation to 2011 World Nuclear University
On August 10, 2011, Dr. Ali El-Jaby, a specialist in the Physics and Fuel Division of the CNSC, delivered a presentation to 2011 World Nuclear University in Oxford, UK. The presentation provided a high-level technical overview of the Fukushima Daiichi NPP accident and the associated radioactive source term. Dr. Ali El-Jaby discussed the CNSC's initial response, and gave insights into the technical assessment by CNSC staff, which led to the development of the source term on which the Canadian Government based its countermeasures advice for Canadians in Japan.

On May 26, 2011, Mr. Goulet made a technical presentation in Ottawa to the Geological Association and Mineralogical Association of Canada. His presentation provides evidence that radium-226 mobility in operating and decommissioned uranium mine tailings and in some receiving lakes is likely not controlled by the solubility of radium containing minerals, but more likely from chemical reactions in the water content of the tailings or lake sediments.

Presentation by Sylvain Faille and Henry Rabski to the Canadian Association of Recycling Industries (PDF)
Sylvain Faille, Director of the Transport Licensing and Strategic Support Division, and Henry Rabski, Director of the Operation Inspection Division, delivered a presentation on May 16, 2011 in Hamilton, Ontario, to the Canadian Association of Recycling Industries (CARI). The presentation discussed the CNSC regulatory strategy with respect to orphan sources and other radioactive material found in scrap metal, as well as the role of licensees and industry in their proper handling, including the use of portal alarms.

The Nuclear Symposium brought together expert speakers to discuss the policies, projects and practices that will shape the future of the Canadian and global nuclear industry.

CNSC presentation at Government of Nunavut Public Forums on Uranium Mining in Cambridge Bay, Nunavut

The Government of Nunavut planned a series of three regional public forums on the proposed Kiggavik mining and milling project, in order to provide information to and hold consultations with the public. Each two-day public forum included an open house and open forum with key panelists from the Chamber of Mines, the Canadian Nuclear Safety Commission and consultants from Golders. During the April 13, 2011, forum in Cambridge Bay in Nunavut, the CNSC provided information about its regulatory oversight role, the regulation of uranium mining in Canada, and the licensing process and environmental and health effects of uranium mining and milling.

Technical briefing on the safe transport of steam generators (PDF)
CNSC held a technical briefing on steam generator shipment. The purpose of the briefing was to provide the media with the background information and the scientific data upon which the decision was based.
CNSC participates in the Community of Federal Regulators 5th Annual Workshop (PDF)
The Canadian Nuclear Safety Commission (CNSC) participated in the Community of Federal Regulators (CFR) 5th Annual National Workshop held in Ottawa on January 18 and 19. The CNSC hosted a kiosk at the workshop, providing an overview of the CNSC and its priorities and featuring a presentation marking the CNSC’s 65th anniversary: AECB/CNSC – 65 Years of Nuclear Safety in Canada.
CNSC presentation in Saskatchewan to delegates from Quebec (PDF)
At the request of the Saskatchewan provincial government, the CNSC was asked to present an overview of its regulatory process for uranium mines and mills to approximately 34 delegates from Quebec. The delegates are in Saskatchefwan for three days (January 11-13, 2011) on a fact finding mission about how the uranium mine facilities in Northern Saskatchewan are jointly regulated. The presentation described who the CNSC is and how the CNSC regulates uranium mines and mills in a cooperative, harmonized approach with other regulators. The presentation identified how the public and Aboriginals can participate in the licensing processes that include environmental assessments. Examples of radiation and environmental protection practices and processes at existing mines were reviewed.
