The CNSC will be hosting the workshop, which is organized by the Nuclear Energy Agency and the International Atomic Energy Agency's Working Group on Fuel Cycle Safety in Canada. The objective of this workshop is to review the various approaches of national nuclear regulators, and their technical support organizations, in the safety assessment of fuel cycle facilities and the experience of their industry in providing safety justification for their facilities.
- IAEA General Conference

The International Atomic Energy Agency (IAEA) will hold its annual General Conference from September 19 to 23 in Vienna, Austria, where high-ranking officials and representatives from IAEA Member States will consider a range of issues. Participants to the General Conference meet annually to consider and approve the Agency's program and budget, and to decide on other matters brought before it by the Board of Governors, the Director General or Member States. CNSC President Michael Binder will attend along with Ramzi Jammal, CNSC Executive Vice-President and Chief Regulatory Operations Officer. Mr. Jammal will also speak at the IAEA Senior Regulators Meeting on September 22.

The Canadian Nuclear Society hosted a conference discussing the status and proposed future directions of technical, regulatory, environmental, social, and economic aspects of radioactive waste management, nuclear facility decommissioning, and environmental restoration activities for Canadian nuclear facilities. The CNSC participated in the area of licensing and regulatory considerations, including standards and clearance criteria.

The Canadian Nuclear Society (CNS) annual Conference gathers together scientists, engineers, technologists, senior management, government officials, and students. It is open to all those interested in nuclear science, nuclear engineering and technology, from across Canada and from other countries. The central objective of this conference is to exchange views on how nuclear science and technology can best serve the needs of humanity, now and in the future. Plenary sessions will addressed Canadian and Global Energy and Environmental Developments, Communicating the Nuclear Message, Isotopes and Nuclear Medicine, Alternative Energy Technologies, and New Nuclear Technologies.

- International Commission on Radiological Protection – Who, What, Why and How?

The Canadian Nuclear Safety Commission hosted a presentation by Dr. Claire Cousins, Chair of the International Commission on Radiological Protection (ICRP), on Tuesday, May 10.
Dr. Cousins explained the role, make-up, scope and goals of the ICRP, including some of the history that led to the organization’s creation.

- IAEA Organizational Meeting for the 4th Review Meeting of Joint Convention

The CNSC has been delegated the responsibility on behalf of the Government of Canada for applying the requirements relating to the Joint Convention (source: IAEA Website) on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention).
The CNSC represented Canada at the IAEA Organizational Meeting in preparation for the 4th Review Meeting of the Joint Convention planned for the 14 to 23 May, 2012. CNSC staff from the Wastes and Decommissioning Division, Don Howard and Julie Mecke, represented Canada at the Meeting. The results of the Organizational Meeting will form part of the input for the review plan that will guide Canada’s efforts during the review process for the 4th Review Meeting.
Canada was one of the first countries to ratify the Joint Convention which came into force on June 18, 2001.
As a Contracting Party to the Joint Convention, Canada is required to submit a National Report describing the measures in place to achieve the objectives of the Joint Convention, and to participate in the peer review discussions at the triennial Review Meetings.

The Canadian Nuclear Safety Commission hosted a presentation by Stephen Kidd, Deputy Director General at the World Nuclear Association.
Stephen Kidd presented on the nuclear industry in a post-Fukushima era and the possible ramifications of the Japanese nuclear disaster on the Canadian uranium industry. Mr. Kidd authors many articles on the commercial aspects of nuclear power, is a frequent speaker at conferences and meetings around the world and is the author of the recent book “Core Issues – Dissecting Nuclear Power Today”.

- Safety Culture Improvement: Alchemy by another name?

The Canadian Nuclear Safety Commission hosted a presentation by Dr. Mark Fleming, Associate Professor in the Department of Psychology at Saint Mary's University, on Friday, April 15 from 2:30 p.m. to 4:00 p.m. in room 14-032 (280 Slater Street, Ottawa).
Dr. Mark Fleming’s interactive session presented different perspectives on safety culture assessment and improvement. During the presentation he critiqued current approaches by examining the extent to which they are evidence-based and will contrast the conceptualization of safety culture in different domains such as healthcare, offshore oil and gas and nuclear power (using the IAEA framework).

- Darlington Joint Review Panel Public Hearing
March 21 to April 8, 2011
The Joint Review Panel (JRP) Hearing for OPG’s Darlington New Nuclear Power Plant project took place from March 21 to April 8, 2011 at Hope Fellowship Church at 1685 Bloor Street in Courtice, Ontario.
CNSC staff participated at the hearing to provide its expert opinion to the JRP concerning its review of OPG’s Environmental Impact Statement and Licence to Prepare Site application.

- Kiggavik Project Environmental Assessment Guidelines Development Workshop

The Nunavut Impact Review Board organized an Environmental Assessment Guidelines Development Workshop on the Kiggavik Mining and Milling project. Staff from the Canadian Nuclear Safety Commission attended the workshop.

- Evolving Approaches to Safety Management

The Canadian Nuclear Safety Commission hosted a presentation by Kathy Fox, member of the Transportation Safety Board (TSB).
Kathy Fox presented several views on safety, risk, and accident investigation, along with various approaches to managing safety. Drawing from references gained through her career, along with specific examples from recent TSB investigations, she also explained how and why numerous industries are moving away from a prescriptive approach based on regulatory compliance and toward a more systematic effort to manage safety.

The Government of Nunavut held a series of three regional public forums on the proposed Kiggavik mining and milling project, in order to provide information to and hold consultations with the public. Each two-day public forum included an open house and open forum with key panelists from the Chamber of Mines, the Canadian Nuclear Safety Commission and consultants from Golders. The CNSC provided information about its regulatory oversight role, the regulation of uranium mining in Canada, and the licensing process and environmental and health effects of uranium mining and milling.

- Annual Canadian Nuclear Association (CNA) Nuclear Industry Conference and Trade Show

- Getting Risk Right

The Canadian Nuclear Safety Commission hosted a presentation by Dan Gardner, columnist and senior writer with the Ottawa Citizen.
In a presentation that examined risk and the nuclear industry, Dan Gardner spoke about “Getting Risk Right,” providing unique insight from his role as a journalist. Mr. Gardner has won many journalism awards, including a National Newspaper Award, a Michener Citation of Merit, and Amnesty International's Media Award. In 2008, he examined the psychology of risk perception in "Risk: The Science and Politics of Fear". A best-seller in the United Kingdom and Canada, published in 11 countries and 8 languages, Risk was praised as "an invaluable resource for anyone who aspires to think clearly" by The Guardian. In 2008, it also won the Canadian Science Writers' Association award, and in 2010, the Daily Telegraph named it one of five best brain science books ever written. In October 2010, Gardner's next book, "Future Babble: Why Expert Predictions Fail and Why We Believe Them Anyway", was published in Canada. It will be published in the United States, the United Kingdom, Australia, and elsewhere in spring 2011.

- Workshop on CANDU Pressure Retaining Component Fatigue Management Program Development

This workshop was hosted by the CNSC and CANDU Owners Group Inc. (COG). The objective of the workshop was to discuss the concepts being developed to manage fatigue life for piping and vessels for extended operation in the CANDU industry and compare this approach with ASME, EPRI, and USNRC approaches. The workshop was targeted to utilities, vendors, research organizations, CNSC staff who are responsible for aging management programs for pressure retaining components. Attendance was by invitation.
