Feedback Period: Guide for Applicants and Intervenors Writing CNSC Commission Member Documents: INFO-0808

The CNSC will hold a 45 day feedback from October 25 to December 10, 2011 for the Guide for Applicants and Intervenors Writing CNSC Commission Member Documents (INFO-0808), and related templates.

A Commission Member Document (CMD) is any document that is submitted to the Commission Tribunal. These documents range considerably in content and complexity. For example, compared to an information CMD, a CMD requesting a licensing decision is more complex, with numerous supporting details, analysis reports, and other reference documents. 

Concise and well written CMDs are critical to the Commission's decision-making responsibilities, and are integral to the record of Commission proceedings (CNSC Rules of Procedure), paragraph 15(1)(c)).

Any external party (i.e., new applicant, existing licensee, intervenor, or member of the public) wishing to be actively involved in a public hearing or meeting (PDF), is required to submit a CMD to the Commission Tribunal before the public hearing or meeting takes place, in accordance with the CNSC Rules of Procedure.

The Guide for Applicants and Intervenors Writing CNSC Commission Member Documents (INFO-0808) (PDF) and related templates have been developed to help external parties write CMDs in a manner that facilitates Tribunal review of their submissions, and that makes Public Commission Hearings and Meetings more effective and efficient.

The guidance provided in this material has been developed for convenience purposes only. There is no obligation to follow this guidance.

The Guide is supported by two Microsoft Word templates that are intended to assist in developing the two types of CMDs most frequently submitted:

  • External CMD Template for Licensing Decisions: to be used for the submission of a CMD that presents a case for a licensing application (for use by new applicants and existing licensees)
  • External CMD Template for Other Submission Types: to be used for submissions such as updates to the Commission Tribunal, requests for approval that licensing conditions have been met, etc.)
